KAILASHAR / UNAKOTI, November 10 (TIWN): In the Assam House Committee (Inquiry)'s Report Eleventh Assembly) presented to the Hon'ble Speaker of Assam Legislative Assembly on 10th August 2004, Chairman of the Committee Dr Haren Das termed this corrupt official as " a person unworthy of the august office of the Dean of the Faculty of Veterinary Science of Assam Agricultural University for the second term." In the Same report the official was held guilty of ' Illegal Transfer of Assam Agriculture University land and property with a Pork Processing Plant to the Srimanta Sankardev Kalakshetra Sanity violating the provisions of the AAU Act 1968." As a result of this high level inquiry committee report he was terminated from his service of Dean of the Faculty of Veterinary Scince , AAU ,Gauhati. But in Tripura, the so called honest and transparent state govt has appointed him as the Director of Animal Resource Development Department(ARDD) . He is Dr Dharmeswar Das, Director of ARDD and the man alleged to be behind the massive ARDD scam in Unakoti District .

Accordingly this corrupt Director too responded promptly with massive looting of govt fund in the 'Unakoti Dugdha Dulari Scheme(UDDP) . And for this initially he got massive support from Abhishek Chandra, former DM of Unakoti and Abhishek Chandra did all what he could do to encourage this corruption so that ARDD Director can carry on his corrupt drive. However, when M K Nath became the DM of Unakoti, Dr Dharmeswar Das got a massive blow as M K Nath stopped further allocation of fund in this scheme. He rather asked the utilization details of the fund earlier issued in this UDDP. Unfortunately M K Nath was transferred within 4 months by none other than golden Tripura's "honest" CM. And according to a highly placed sources Dr Dharmeswar Das played a crucial role in the transfer of DM Unakoti. And now the entire corruption in UDDP scheme is being monitored by Dr Sanjib Sinha, Assistant Director,ARDD,Kumarghat.

     But no official, however corrupted he may be,has any problem as long as he is patronized by Chief Minister Manik Sarkar. Apart from this ARDD Minister Aghore Debbarma'as blessing is surplus bonus for Dharmeswar Das. It is learnt that on 22nd October 2014 a high level review meeting of ARDD Department was held in the Conference Hall of Capital Complex. The meeting was attended by Chief Minister Manik Sarkar, ARDD Minister Aghore Debbarma, Chief Secretary G Kameswar Rao, Finance Secretary Asutosh Jindal, and Secretary,Director, Asst Directors and Deputy Directors of ARDD. Much before this meeting Dharmeswar Das instructed all officials of ARDD not to utter a word in the meeting if any one is cross questioned about his presentation. Accordingly during this review meeting Dharmeswar Das made a powerpoint presentation. A major section of this presentation was related to UDDP. In it Dr Dharmeswar Das declared the state as a self sufficient in eggs, milk and meat. When the Chief Minister and Chief Secretary asked officials if they had anything to say about this presentation, none uttered a word except Finance Secretary Asutosh Jindal, who spoke. A top level official told TIWN over phone that Ashutosh Jindal categorically said," I can't support the view regarding the state's self-sufficiency in eggs, milk and meat. I have to buy four egss @ Rs 40/- and situation of milk is even worse. I myself is using Amul product from the market as cow milk is not easily available." But when Ashutosh Jindal was speaking, Chief Minister interrupted him saying ," Jindal I have the answer for your query. Selling of four eggs @ Rs 40/- does not show that production is low. Rather,:it is an indication that the consumption capability of the people has increased.". At this all were stunned.

     Now look at what was presented about UDDP in Unakoti District and what the actual situation is. Under UDDP 60 Holstane Frezian(HF) cows ( usually reared in Denmark, Netherland) were bought @ Rs1,25,000/- . Out of this 11 have already died.

But under strict instruction from Director Dharmeswar Das, Nodal Officer Sanjib Sinha sent a fake report about UDDP up to September. Based on this report Director simply took refuge in lies in the review meeting and his presentation includes:-

1) Each  Rs. 1.25 Lakh HF cow is now having very good productivity of milk with a highest of 21 litre each and a lowest 8 litre each.

      But TIWN has authentic information that the average production is only 3 litre per cow. Even the Demonstration Cow in DM Unakoti's official residence gives only 9 litre milk everyday. If after getting all amenities and that too from govt fund the cow gives only  litre per day,situation of the cows in farmers houses is really fatal

2) Out of a total target of 50 cattle shed 48 have already been finished.

     But in reality only 3 cattle sheds have been completed

3) 40 Green Plots have been made that are now being used for grazing. But TIWN got the true information that that only 8 Green plots are now ready.

Even after this fake presentation Chief Minister Manik Sarkar praised Dr Dharmeswar Das. A top level official confirmed TIWN that during the review meeting on October 22, CM Manik Sarkar blindly said," During the last 5-6 years this is by far the best presentation Its having a rays of hope." After this complementing Dharmeswar Das was so much pleased that he distributed sweets among the staffs of ARDD ,Agartala office. When the honest officials of ARDD fell that for such massive misappropriation of govt fund FIR must be lodged against Director, Manik Sarkar's govt acted quite in opposite direction and transferred most of the honest and efficient officials in remote areas. How can one fight with corruption is now the inevitable question surrounding ARDD .
