KAMALPUR, Nov 7 (TIWN) : The scam-tainted Leftist regime of Tripura is really in awkward position with unearthing of scams one after another. And in many cases the indifference of Govt. has added to the increase of embezzlement and corruption in different departments. Many senior CPIM party leaders are of the view that, if the Govt. adopted strict measures at the very beginning of the slightest corruption than to safeguard the corrupts on the basis of party identity, then the scenario would not be so-much grave.
In the CAG report ( Report 1 of Govt. of Tripura) the indifference of Govt. has become very prominent in the case of 12,23,061 rupees embezzlement of Executive Engineer ( Agriculture) of Agartala. According to report, the Executive Engineer withdrew a total amount of 12,23,061 rupees from the Bank Account of the Department as DDO by self cheques. He withdrew the amount from 27/12/2010 to 23/02/2013 by 60 no.s self cheques .
Now the withdrawal of money was neither entried in the receipt side of the cash book nor in the payment side of the cash book. As a result the entire amount remained outside the Govt. account. On 09/04/2013 during Audit query the DDO furnished a bunch of memos amounting 6,68,648 for the period from November 2011 to March 2013. All the memos were of local petrol pumps issued against purchase of fuel, lubricants etc. Interestingly the DDO failed to produce relevant sanction orders, bill against purchase, evidences of payment and stock and disposal records. Moreover, the DDO could not produce any document for rest 5,54,413 rupees. The CAG found the entire amount embezzled and recommended to Govt. in September 2013. But no action was reported. Its very much clear how indifferent the Govt. is regarding the action against the misappropriation of public fund.
