Manik’s Protest in front of the Parliament House on Nov 26 against curtailment of MGNREGA fund : Will Manik let the country know about  MGNREGA Rs 50 crore Scam and removal of Finance Minister and Audit Director ?

NEW DELHI / AGARTALA, November 7 (TIWN): "CPI(M) will protest against the curtailment of MGNREGA fund by the Central Government. On 26th November and Politburo member and Chief Minister of Tripura will lead the protest in Delhi," thus said by CPI(M) State Secretary Bijan Dhar in a press meet held on Wednesday in the Party Headquarter, Melarmath. Recently Chief Minister Manik Sarkar wrote a letter to Prime Minister Narendra Modi to restore the curtailment of MGNREGA fund for Tripura. But till date no response has been received from the other side. During the last one month or so, media and the opposition parties remained busy with massive scams that occurred in different blocks and R D Divisions across the state and the negative positions taken by the state govt and Chief Minister Manik Sarkar in most of these cases. And now when the Hearing of the Public Interest Litigation (PIL) submitted by Congress and Advocate Arun Ch Bhowmik demanding CBI probe in the Bishalgarh R D Block Rs 50 crore MGNREGA scam is going to be held on 23rd November, CPI(M) is trying to divert the attention of the people from the massive organized looting of Centrally sponsored funds and organizing such “dramabazi” in the name of protests.

Now lets look back at some of the consequences that made the Central Govt to curtail the MGNREGA funds for Tripura:-

1) In the Internal Audit Report(IAR)of Bishalgarh R D Block massive Rs 17 crore MGNREGA scam was unearthed and close to Rs 50 crores swindled.

2) In the IAR of Teliamura R D Division more than Rs 3-4 crore scam was unearthed

3) In the IAR of Rupaichheri R D Block and 18 Village Councils massive scams were discovered.

      In total, if all the Internal Audit Reports of all R D Blocks and R D Divisions are taken in count the amount involved in looting will cross more than Rs 100 crore. Opposition parties like Congress and BJP and others are well aware of all such scams and accordingly they have started protesting against these. Many reports including IAR have been sent to the Union Ministry of Rural Development , New Delhi through post and e-mail. Getting all such details Centre is forced to curtail the MGNREGA fund for Tripura because now it is known to all the a large section of fund released under MGNREGA for the development of rural economy has been looted by the CPI(M) party leaders and some officials who are known to be most trusted in the CPI(M) block and some of them are infact close to Chief Minister Manik Sarkar.

To Manik Sarkar and his party, the continuous protests from opposition and publication of such news in media as the conspiracy of the imperialists against this 'Honest(?)' Govt.

The point is that the MGNREGA and other Centrally sponsored funds like PMGSY and RMSA have been the funds for ' Honeymoon for Looting' by a section of officials and under well protection from powerful CPI(M) leaders and some ministers. During the UPA regime Union Govt did simply nothing in spite of knowing about all such scams as it was being assured by the Left for support in time of crisis.

But in 2014 India got a formidable govt that does not need support from others especially from CPI(M) with only 9 Lok Sabha seats under its belt. And soon after getting information about the massive scams under MGNREGA fund Central Govt did not waste any time to curtail MGNREGA fund for Tripura, which has been the major source of looting, lifeline for ruling party’s finances and its leaders.

If one looks at the changes in life styles of many of its leaders, truth can be easily viewed.

Now as the party is going to protests in New Delhi with Manik Sarkar leafing from the from , people of the state want to know , will the Chief Minister let the countrymen known the following facts?:-

1) "That on 19/05/2014 my Finance Minister Badal Chowdhury gave a note vide No 2632/Min/Fin/2014(along with the notes given by Director, Audit and then to Chief Secretary S K Panda) to lodge FIR against BDO Bimal Chakraborty and other implementing officers involved in the Rs 50 crore MGNREGA scam but on 23/05/2014 I removed him from Finance Ministry and got my sycophant Bhanu in that spot.

2) That on 14th October, 2014 Director  of Audit  L N Rokhum submitted the Internal Audit Report of Rupaichari R D Block and 18 Village Councils directing action against incumbent officials for serious irregularities but on 20th October 2014. Also audit director L.N.Rokhum unearthed the Rs. 50 crore MGNREGA Scam at Bisalgarh.

Addl Secretary to the Govt of Tripura R P Datta vide his letter No.F.6(I)-GA(P&TO)/13 removed Director,Audit L N Rokhum from his post, then demoted, posted him as OSD SIPARD". Again this important post was filled by CM’s aide Sahadeb Das.

     It is learnt that, former Director of Audit  L N Rokhum played the key role under instruction from the then  Finance Minister Badal Chowdhury to conduct Special Internal Audit in different blocks, and other state govt run offices. Accordingly all reports were duly submitted and duly sent to the CMO and Chief Secretary. But no action was taken by the Chief Minister( except punishment removal of Badal from Finance Ministry) against those corrupt officials, who looted this amount. Now with the CBI probe knocking at the floor ( unless a closed door deal is made  with congress) Manik Sarkar and his party has made this decision to enact a drama in front of the Parliament House in New Delhi.

Now what will be interesting to watch is : “Will Narendra Modi hit Manik with a straight bat to out of power or will do hitting in slow motion by cutting Central money flow to Tripura ?” Either way, Game is over for all looters and leaders….CBI is coming !!! Days are not far away, Tripura’s bunch of Ministers and Officials will go behind bars for rampant corruption.
