AGARTALA, November 5 (TIWN): As expected from scam tainted party's psyche, Bijan Dhar blamed opposition for all misfortunes of CPIM Party. "The oppositions especially the Congress has made a pre-planned attack on the CPI (M) and the ruling Left front recently making fraudulent charges tantamount to the conspiracy- against the ruling Left front govt" . said CPI (M) State secretary Bijan Dhar said on Wednesday at the Party Headquarter at Melarmath.

While talking to the media persons on Wednesday during the press conference at CPI (M) party HQ, CPI (M) State secretary Bijan Dhar highlighted  the recent major issues of Tripura  and said that the opposition congress and other parties of the state are nowadays busy making a conspiracy against the CPI (M) and the ruling Left front. And they have targeted Tripura Politburo Member Chief Minister Manik Sarkar for it. Mr. Dhar while targeting the Opposition party – Congress, BJP and Trinamool Congress said that without acting on the public demands they are trying to spread a vilification campaign across the state against the CPI (M).

While adding Bijan Dhar further said that the opposition congress is trying to make  an entrance into every political arena  and thus are making  false statements and they are being abetted by the TV Channels owing allegiance to opposition party and the news papers are  also spreading baseless allegations  that  are weakening the  success of the left front at the state  – added Bijan Dhar.

Moving on to the MGNREGA work issue CPI (M) state secretary Bijan Dhar on Wednesday criticized the role of  the Central Govt. He stated that since after the BJP came into power at the centre at least 47 percent allotment for the MGNREGA work has been reduced for Tripura, whereas on the other side the centre under the BJP govt. has asked the state to select at least 15 blocks to continue the REGA work. Mr. Dhar added that when the centre has allotted Rs. 660 crore for MGNREGA project work at the state, till the month of September 2014 the state govt. could receive only Rs. 180 crore. Following this Mr. Dhar announced that on November 26 the CPI (M) under the leadership of Tripura CM Manik Sarkar will sit for mass demonstration at Delhi in front of the Parliament. The CPI (M) state committee will also show protest on every blocks of the state.

“However, Bijan Dhar was careful not to mention that every year the state government is unable to utilize huge amount of central funds, 25% to 30% unused funds are returning back to centre”.

Later coming down heavily on the state regional parties like IPFT and INPT, Mr. Dhar said that when the  above mentioned party demanded for a separate state with which the Tribal and the non-tribal will be gapped, the oppositions like Congress, BJP and Trinamool has not came forward to protest against the issue. INPT President Bijoy Hrangkhwal is trying to make separate Autonomous Council for 19 boroks of the state, Dhar claimed.

A section of people said that the CPIM is hiding the truth of the recent scams from the people of the state.

CPIM and its Party organs regularly complain about Central Govt's step motherly attitude, lack of commitments, lack of funding to State, however documentary evidence suggests otherwise even though State and CPIM machinery continues slogan of deprivation by Centre. CAG audit report finds failure in utilization of 28.74 per cent of budget allocation for 2012-13 fiscal.

Tripura under leadership of Manik Sarkar is not even able to spend the existing Central allocated money for various projects. Deprivation by Central Government to Tripura is an absolutely baseless lie as Central Govt showering money in excess to Tripura which Tripura is unable to spend.

In the page no 1 of 257 paged CAG report below, in the Table No: 1.1.1 the report shows that, as per budget a total of 4,970.55 crore of rupees was allotted to 18 departments under SOCIAL SECTOR category. Among them, besides the Labour Organisaztion and PGP and TRP department, all the 16 departments failed to expense and utilize the budget allocation.

In this report, CAG further raises questions on different works implemented by these departments and indicated the loopholes and remedies which will be brought to the readers shortly. In this report, it is clear that among 4,970.55 cores, only 3,541.91 crore are expensed.

Bijan Dhar's press conference with full of concocted lies only reminds that, Tripura CPIM  doesn't not want to wake up from deep slumber.
