AGARTALA, Nov 2 (TIWN): Rather than stressing upon the need to clean up his scam tainted govt and party, CM Manik Sarkar again played the same old tune of Centre's so called step motherly treatment of social welfare to minorities. To oil the minds of minority and hide CPIM Govt's lackluster performance, Tripura Chief Minister Manik Sarkar today said the political environment and political situation of country has been completely changed after the formation of BJP government in the Centre. However CM was careful not to mention that every year his govt is unable to utilize huge pool of central funds, 25% to 30% unused funds for social welfare are returning back to centre.

Heavily coming down on the central government, accusing BJP for marking the country as ‘Hindustan’, a section of BJP leaders publicly commented if anybody wants to reside in the country, he or she must have to be a fellow of Hindu religion, which is a dangerous alarming speech, said Sarkar in an open rally organized by Tripura State Jamiat Ulama-E-(Hind) at Vivekananda Maidan, here this evening. Criticizing the central government, Sarkar further told there is no word like ‘Hindustan’ in the Constitution of India. India is a secular, democratic, sovereign and republic country, he said.

He further said, every religion is equal in the eye of country. No one can force to take or reject any religion to anybody. There is no doubt on the historical fame of Tripura Jamiat Ulama-E-(Hind). Besides, he appealed to Tripura Jamiat Ulama-E-(Hind) to play vital role for securing the heritage of Tripura.

To mark the 9th annual conference of Tripura Jamiat Ulama-E-(Hind) this open rally was conducted at Vivekananda Maidan. During the rally, memorandums of 12 district level conferences and 12-point charter of demands were submitted to the Chief Minister seeking various demands including Security of Muslim community, Waqf, recruitment related and overall development in higher education for Muslim Community. A vast number of people attended the open rally. The rally was preside over by the president of Tripura Jamiat Ulama-E-(Hind)- Mufti Taibur Rahman.

In his presidential address Rahman said the organisation has 79, 500 members in Tripura. He further stated 10 resolutions were adopted to work for the overall development of Muslims. The Jamiat also resolved to contribute towards peace and social bondage. Muslims constitute around 8 per cent of the population in Tripura.

It is to be mentioned here, CPIM and its Party organs regularly complain about Central Govt's step motherly attitude, lack of commitments, lack of funding to State, however documentary evidence suggests otherwise even though State and CPIM machinery continues slogan of deprivation by Centre. CAG audit report finds failure in utilization of 28.74 per cent of budget allocation for 2012-13 fiscal.

Tripura under leadership of Manik Sarkar is not even able to spend the existing Central allocated money for various projects. Deprivation by Central Government to Tripura is an absolutely baseless lie as Central Govt showering money in excess to Tripura which Tripura is unable to spend.

In the page no 1 of 257 paged CAG report below, in the Table No: 1.1.1 the report shows that, as per budget a total of 4,970.55 crore of rupees was allotted to 18 departments under SOCIAL SECTOR category. Among them, besides the Labour Organisaztion and PGP and TRP department, all the 16 departments failed to expense and utilize the budget allocation.

In this report, CAG further raises questions on different works implemented by these departments and indicated the loopholes and remedies which will be brought to the readers shortly. In this report, it is clear that among 4,970.55 cores, only 3,541.91 crore are expensed.
