Rs 50 crore MGNREGA Scam in Bishlagarh R D Block : Impudent CM lacks skin of his eyes : Dr Ashok Sinha

AGARTALA, October 29 (TIWN): Hearing on the Public Interest Litigation (PIL) in High Court beagn today. On Monday Congress submitted a PIL demanding CBI Investigation on the multi-crore MGNREGA scam in which CM and his disciple Bhanu Lal Saha's most faithful TCS officer cum comrade BDO Bimal Chakraborty is now in the lock up of Bishalgarh Police Station. On behalf of Congress its spokesman Dr Ashok Sinha and senior advocate Asish Nandi submitted the PIL in the High Court and in this case both the petitioners have included State Govt, Union Rural Development Ministry, CBI, CAG, State Rural Development Department, State Audit Department, DM Sipahijala, BDO Bishalgarh and others as parties in this case. Now all eyes are on the High Court and after so many years Congress too has come out with some seriousness in this case by donning the role of effective opposition. And it becomes clear from the fact that Congress has appointed Advocate Joydip Kar of Calcutta High Court with Subhranil Chowdhury as his assistant.

After the publication of massive MGNREGA scams in media it is expected that the High Court may decide in favour of CBI enquiry.

     Speaking to TIWN about the details of the PIL Congress spokesman Dr Ashok Sinha said on late Tuesday night," Three things in this case are very serious and interesting:-

1) Finance Minister gave a note saying to lodge FIR, but no FIR was done

2) Director of Audit made it clear that FIR should be lodged against the concerned staff, still no FIR

3) The then Chief Secretary S K Panda too wrote that this is a very serious matter and FIR must be lodged." But under the instruction of  Bhanu or CM no FIR was filed.

      Dr Sinha further said," Even the new Chief Secretary told Congress delegation to lodge FIR under Prevention of Corruption Act. Accordingly incumbent BDO lodged FIR under the same. But how dare Officer In-charge of Bishalgarh Police Station Kanti Lal Baidya did not lodge case under charges of Prevention of Corruption Act as he was instructed by the I C DGP . O C even lodged the case putting totally different sections to protect Bimal Chakraborty. Now the question is who can tell the I C DGP not to act as per Chief Secretary's instruction? This is only Chief Minister. So we think that only CBI can bring the truth and state police won't act properly."

      It is to be mentioned here that the MGNREGA Act clearly tells  " Even a delay in submitting adjustments gives the right to the Central Govt to order CBI investigation without even asking the state govt." Dr Ashok Sinha too said that they too produced all such doccuments along with the copy of the judgement  given by the Supreme Court in the Govt of Orissa Vs Congress while handing over the case to CBI to investigate the misappropriation of fund against Orissa Govt. The Supreme Court in its order mentioned that it asked the CBI to investigate in the case after viewing that the Centre did not act in this direction."

       In the MGNREGA scam it has been found that Chief Minister himself has taken his part in favour of a the guilty. That BDO Bimal Chakraborty is his most trusted official is known to all. This clearly proves how much imoudent Chief Minister Manik Sarkar has become! Reacting to this Dr Ashok Sinha said," This Chief Minister is so much shameless that he has practically removed the skin from his eyes. And how can police act denying CMs order? As such CBI investigation is absolutely necessary."
