AGARTALA, June 11 (TIWN): To ensure quality work, PWD has sounded alerts for all field officials to take responsibility to maintain standard of works in coming days or department will take action against them. Specially, in road-way projects due to monsoon roads left damaged throughout the whole year. The Govt believes that due to poor quality work, such difficulties have been faced till day. Govt has also announced to change the mechanical methods while road-maintenance. PWD Deputy Secretary Nirmal Paul in a memorandum said, “Regular inspection of roads by field level officials of PWD comes under their responsibilities. In recent past, a number of memorandum was issued to give priority into road maintenance. Recently for road maintenance policy for all roads excluding National Highways in the State of Tripura has been approved by council of Ministers which has been brought into effect in the state vide Notification No.F.31.(1)/MC/PWD/2017/234-353 dated 4-2-2019”.

“During review meeting, all field officials were directed to take appropriate action on right time without further delay. It is observed that due to delayed action, road surface of many roads have been affected badly, mainly with pot-holes, causing inconvenience to traffic. The Government has always given priority for maintenance of the existing roads with the limited resources without further commitment on new construction or major improvement”.

“So all field level officials PWD (R&B) are directed to be more careful on the issue of road maintenance, giving high priority, failing which the concerned officials if found with any lapses on their side may be held responsible for the incapacity”, said PWD Deputy Secretary Nirmal Paul in the memorandum.  

On June 9 it was announced that for smooth functioning of PWD works and time to time maintenance of roadways, Govt of Tripura has formed ‘Planning, Budgeting, Monitoring’ unit (in short form PBM). The unit will function under monitoring of PWD Chief Engineer and will be responsible for budgeting, monitoring all maintenance works. The Planning dept will function for 1) survey and data-base inventory, 2)prioritization. The Delivery section will focus on 1) Contract procedures, 2) Contract Documentation, 3) Contract arrangement, 4) Execution of works and supervision. Monitoring and Supervision Dept will handle these parts : 1) Monitoring, 2) Review & Evaluation, 3) Technical and Financial auditing. The unit will be constituted with one Additional Chief Engineer / Superintending Engineer assisted by one executive engineer and two assistant engineers, junior engineers, two draftsmen, computer operators under direct control of the Chief Engineer, PWD, (R&B).
