AGARTALA,October 17 (TIWN): In the multi-crore MGNREGA and RMSA scams police are moving in two contradictory ways. In the Rs 5 crore RMSA scam the main accused Arnab Chakraborty, his mother Kajal Rani Chakraborty and his wife Sangeeta Chakraborty have been arrested and now they are in judicial custody. But in the Rs 17crore MGNREGA scam police has made only fabricated raids in Bimal Chakraborty and some other accused persons' residences and that too after 25 days since incumbent BDO lodged FIR in the Bishalgarh R D Block. Till date police has no clue about Bimal's hideout. None of his family members is learnt to have been interrogated so far. May be the political influence of Bimal Chakraborty and Arnab Chakraborty is not the same. One is ' specially favoured by the Chief Minister Manik Sarkar and the other is well known to be in the Manik Sarkar's bete noire in CPIM, Dy Speaker Pabitra Kar's lobby.Is Chief Minister Manik Sarkar showing extra bit of leniency towards Bimal because of his years of loyalty towards the CM ? Bimal Chakraborty is learnt to have played a crucial role in the publication of Chief Minister's book ' Atit Diner Smriti' published by Gyan Bichitra, apart from that BDO Bimal translated earlier Chief Secretary S.K.Panda's book one plus one into Bengali.

Reacting to the ongoing MGNREGA scam Superintendent of Police Sipahijala Pradip Dey told TIWN over phone ," We are gathering information. First of all we need documentary evidences as police can't arrest any one purely on the basis of the Internal Audit Report ( IAR) which says '... ... likely to be missappropriated'. Again police have already raided Bimal Chakraborty's house and the houses of some other officials accused in the case. First of all this is not a case of murder that the accused must be arrested immediately. Without documentary evidences if police arrests any body , he will normally gets bail once he is produced before the court. Then the police will be criticised for not preparing the Case Diary(CD) properly. Everything is going on publically and time to time people know what is happening."

     Interestingly SP Pradip Dey said," Bimal Chakraborty being a govt employee won't be going too far ahead that we need to be woried about it. Police is already in its investigation. There is difference between the RMSA and in the current MGNREGA cases. In RMSA case Arnab Chakraborty has taken away liquid money while in MGNREGA case no such allegation is there. Even if the amount is Rs 17 crore, there is no evedence that Bimal Chakraborty or any one has taken away liquid money. We have to carefully examine necessary documents. Moreover, we are to see against whose name bank drafts or cheques were issued and who actually drew the money. There is no guarantee that such scam actually occurred as the IAR mentions ' likely to be missappropraited'. Initially we are looking into the following facts:

1) What was the work order about and against which type of work?

2) Who prepared the bills for such work?

3) Which banks issued such payments?

4) What are the details of the Bill Register as well the Account register?"

     SP Said that police will have to physically verify what the truth about the actual missappropriation behind the IAR's note ' likely to be missappropriated' . Meanwhile , police today raided the house of one brick field owner namely Tapan Das of Nutal Pally, Krishnagar. This is really interesting because Tapan Das is known for for his close ration ship with top brass of CPI(M) including Chief Minister and Party Secretary Bijan Dhar. Due to his close relationship with the Chief Minister Manik Sarkar scam star BDO Bimal Chakraborty too has intimacy with Bimal Chakraborty. A top level Melarmath leader told TIWN," Actually police is doing what is being instructed from the Home Ministry. Every one knows the influence of Bimal Chakraborty in administration and political fields. His brother Amal Chakraborty is state secretary of DYFI and Kamal Chakraborty too is TSR 11BN Commandant. Interestingly they are all known to be in the Manik Sarkar's lobby. " Another leader said that Bimal Chajraborty is in Agartala under protected shelter of top level CPI(M) leaders. And none will dare to arrest him.

      Now looking at the investigation going on two different cases of multi-crore scam several questions and doubts arise:-

1) Why has not the police raided the houses of DYFI state Secretary Amal Chakraborty and TSR Commandant Kamal Chakraborty?

2) Why are the accounts of Bimal's wife Tundra Chakraborty and his two brothers are not verified yet?

3) Why have not they been interrogated like the police did in interrogating Arnab Chakraborty's mother and wife?

4) Why no instruction of dispensation against Bimal Chakraborty like the three top officials have been suspended in RMSA scam?

     Moreover, it is now an open secret that Dy Director ICA Bimal Chakraborty has also been the real hand in the publication of the book ," Commemorative Volume Tripura -Legislative Assembly at 50" and that too published by Cyan Bichitra. A section of CPI(M) Think Tank is now questioning about the actual expenditure from govt fund to publish this book. What surprised more is that simply a 350 pages book costs Rs 14 lakh for publication of merely 300 copies. No surprise that the CMs close associate Debananda Dam, the owner of Gyan Bichitra, got the publication right without a tender being called for this. And Chief Minister is unaware of of such extravagance display of Govt fund is hardly unbelievable.
