Proper law of PCA not in force for Bimal : PCC filing PIL in Bishalgarh MGNREGA scam

AGARTALA, October 10 (TIWN): A revival or waking up from slumber or whatever but the ‘striving for existance’ opposition of the state is in mood of leaving no stone unturned and exercising all available options to corner the government as regards one of the bigger scams of recent times, Bishalgarh (Rural Development) RD block scam of Rs. 17 crore (involving MGNREGA works).“For the Puja holiday the High Court is not functioning now and once the court opens up, we will file a Public Interest Litigation on the issue of Bishalgarh RD block corruption involving the then BDO Bimal Chakraborty ”, informed a senior Pradesh Congress Committee (PCC) leader to TIWN . Bimal Chakraborty is not only the right hand of Chief Minister Manik Sarkar but his two brothers are holding recognized positions in the political and administrative section of the ruling government.

Meanwhile, Leader of Opposition  has, today, after Press Meet has gone to Kolkata for consulting a Senior Lawyer regarding the Bishalgarh case and ways of legal formalities for filing the PIL.

Truth speaks for itself. And when the people in power affirm the same, nothing remains to unfold but the action. The top notch bureaucrat of the state Chief Secretary expressed to the Congress deputation team: “Relating to this RD block scam, Much Bigger things are involved.”

“LoP Sudip Barman has left for Kolkata and he will return tomorrow”, informed the leader, on request of anonymity and further said that the preparation of the draft and paper formalities for submitting PIL requires time involving different legal compliances and relevant sections. “And for the same, we are looking into the matter so to move as fast as possible”, he further said.

While talking to TIWN, he said: “Two laws are relevant in the case of Bishalgarh RD block scam and these are Indian Penal Code (IPC) and Prevention of Corruption Act, 1988 (PCA). “The Prevention of Corruption Act has provision to bring all the persons involved from top to bottom within the purview of legal obligation and by not imposing this section the concerned Police Station (PS) has made the way to escape smooth for the guardians (!) of Bimal”, remarked the PCC leader apart from also telling that the Police registered the case under IPC, where IPC is also justified in the cited case.

Meanwhile, on being asked about the change in the  All India Congress Committee’s (AICC)  decision on  changing Tripura observer (V.Narayanaswamy replaced Luizenho Falerio) the leader said: “It has nothing to do with any other reason but the cause behind is Mr.Luizenho has been made Goa President so he can not continue as Tripura in charge.” While replying to the question whether any probable change is likely to occur in the state leadership of PCC resulting from intra-organizational conflict, as some rumor is in the air the PCC’s core committee leader candidly replied, “If there is anything impossible to say now, this is what you have asked.”
