Biplab Deb was referring NCERT syllabus’s introduction in Tripura when he said so.

Biplab Deb said, “Due to delay in NCERT’s syllabus launching Tripura youths couldn’t become competitive in the UPSC exam but now everything will change. When you are the Chief Minister, you have to implement the necessary actions and have to think in that way. He was the Chief Minister for 20 years long afterall”.
