Doldrums in Tripura Assembly on 7th Pay Commission : Opposition says, 'It's not Pay Commission'

AGARTALA, Nov 27 (TIWN): Chaos hit Tripura Assembly Day 3 on the 7th Pay Commission issue. The issue was raised after from State Govt side it was said that before Durga Puja 7th Pay Commission was given to State Govt employees and the opposition party MLAs had immediately reacted on that issue saying, "It was not at all 7th Pay Commission. In the name of 7th Pay Commission employees were fooled". MLA Badal Choudhury mentioned, whereas employees were hoping Central scale pay hike with the effect of 2016 they were given merely a 0/32 factor hike". Badal Choudhury further said, "7th Pay Commission had left a great impact on Employees, Pensioners to gain vote banks for BJP ahead of Tripura Assembly Election 2018. The BJP led propaganda of central pay scale to be given under 7th Pay Commission once BJP in power had much influenced the voters heavily ahead of the Assembly Election".
The debate turned chaos and the opposition walked out the Assembly. Quoting from Page-10 of Verma Committee report, Choudhury alleged that central decreased funding since 2014 (Modi Era).

Tripura Pay Matrix 2018 has been announced after October 9 cabinet meeting, which was claimed by BJP Govt as 7th Pay Commission.

The decision has been taken based on Verma Committee's report was submitted. Even though employees were expecting 7th Pay Commission with the effect of 2016 , but the Pay-Matrix's effect will be from 2018, October, unmatched with BJP's promise to the employees, pensioners done before election. 

Govt said, "The committee has recommended that the date of effect of the revision of Pay / Wages / Pensions shall be from 1.10.2018. In case of regular employees, the New Pay Structure may be in the form of 'Tripura State Pay Matrix 2018'which was earlier prepared by 2.25 factor now may be raised at 2.57 factor".

1) Tripura State Pay Matrix 2018 subject to be condition that whatever the revised pay works out higher than the corresponding pay as per 7th CPC recommendations, as a result of application of multiplication factor of 2.57, suitable adjustments shall be made with a view of keeping parity with 7th Pay Commission recommendation. As a result multification factor to be slightly lower than 2.57 factor,

2) Minimum pay at the entry level of the Pay Matrix shall be Rs. 18,000 per month for Group-C and Rs. 16000 per month for Group-D,

3) Employees recruited on fixed basis against formal creation pf fixed pay posts by keeping in abeyance regular-scal posts, there shall be no change in the formula. Their pay shall be fixed at 75% of the initial pay in the relevant level of Tripura Pay Matrix 2018 and will get same benefit as regular employees,

4) Regarding daily workers/ part time workers revised pay shall be arrived by dividing the existing rates by 2.25 and then multiplying by 2.57,

5) Pensioners, family pensions of the State Govt pensioners shall also be revised using the same methodology as adopted by Revision of Pay. Minimum pension shall be from Rs. 8,000 to Rs. 1,07,450.Existing rates of additional pension shall be continue.
