AGARTALA, Sept 26 (TIWN): The Opposition Leader of Tripura, Sudip Roy Barman on Friday demanded for Central Bureau of Investigation (CBI) probe into the massive MGNREGA scam worth Rs. 17 crore under Bishalgarh Rural Development (RD) Block. Barman today met with the Tripura Governor P.B. Acharya and discussed various corruption issues of Tripura at Raj Bbhavan.While visiting to the Governor, Barman alleged that the state government has not been taking any exemplary measures to the corrupted people. Hence the rate of corruption is being increased in the state alarmingly.“If state police investigates the MGNREGA scam then allegedly the ultimate result will come zero under the immense pressure from ruling party and therefore CBI must investigate the case to trace the original heads behind this massive scam”, said Sudip while visiting to the Governor. He also alleged that a vast amount of embezzled money was invested to ruling party’s fund during the election.

While speaking to the media, Barman said, “We will go for massive protest after Durga puja pertaining to different corruption issues in Tripura.

FIR against Tripura CM’s aide Bimal Chakraborty makes CPI-M embarrassed  

Chief Minister Manik Sarkar has finally succumbed to the pressure of opposition and lodged FIR against their own comrade - a senior state civil service officer and brother of CPI-M youth wing DYFI’s state secretary Bimal Chakraborty and 10 other for embezzlement of Rs 17 Cr.

Bimal is known to be defecto Director of Information and Cultural Affairs department, as he is the close aide of both CM Sarkar and Finance minister Bhanu Lal Saha. He is the person who had translated the most controversial book of former Chief Secretary Dr S K Panda into Bengali.

The distorted translation of books made most of the officers who wrote chapters in the book popularly called AN ARITHMETIC MISTAKE unhappy for all wrong contexts and texts but none of them including Panda was not dare to tell him anything as he was given the task by CPI-M party with the approval of Manik Sarkar.

Bimal Chakraborty was a think tank of CPI-M and most preferred intellectual!  

Soon after the assembly election is over Manik Sarkar had brought Bimal in ICA department given full charge of publication of the department. In the celebration of 50^th year of Tripura assembly Bimal was seen to addressing Mr Sarkar as “Manikda” in public violating all protocol but Sarkar was happy to interact him.

Block Development Officer (BDO) Bishalgarh in West Tripura Subrata Das lodged FIR against his predecessor Bimal Chakraborty and his other juniors in different ranks for siphoning off of the amount in 2012-13 and 2013-14 financial years had been sanctioned under centrally sponsored schemes.

Police has registered case against the accused under non-bailable sections of IPS and launched investigation. However, police claimed that Bimal Chakraborty, incumbent Assistant Director of Information department was absconding since last night.

“We have put alert in all the police stations and airport to prevent his outside movement from the state to evade the arrest and we are keeping a close watch on his other family members since they are belonging to an influential family,” said a senior police officer today.

Police is also said that the then District Magistrate of West Tripura and present District Magistrate of Amravati in Maharashtra Kiran Gitte has also accused of non-action in the corruption case rather suspected to be involved in eating the money.

“The special audit observed that Mr Gitte being head of the project implementation team was suspiciously failed to make the adjustment of the fund. He neither took action against BDO Mr Chakraborty nor reported it to the administration and without clearing all pending financial issues he left the cadre and joined in Maharashtra cadre,” police stated.

Mr Gitte however, also accused of bringing cheat fund company Prayag Group of Industries in the state in 2006 and patronizing them to sign MoU with Tripura government at the cost of 10 percent of the total project cost more than about Rs 3 Cr from Agartala Municipal authority for producing bio-fertilizer from degradable solid waste.

The company after signing the documents and getting the money left the state and with that MoU they had collected a few hundred crore of rupees from Odisha and Jharkhand from common public luring them a huge return, police officials stated based on the information.

Not only Bimal Chakraborty, his elder a chemistry teacher of Calcutta University Shyamal Chakraborty was also earning a huge amount from Tripura through Science and Technology department by state sponsored trips to Agartala at least 7 to 10 times in a year besides, charging a hefty amount of money as remuneration.

As advice by the party, Science and Technology Council portrays Shyamal as scientist and educator of popular science with the state patronization most of the program organized by tainted publisher Gyan Baichitra, the publisher of both the controversial books of CM and CS. 

After tremendous pressure from all corners and widespread  media publication on the RS 17 crore MGNREGA scam BDO Bishalgarh RD Block Subrata Das lodged FIR against the then BDO of the block Bimal Chakraborty in Bishalgarh Police station . Police registered a case in this issue (Case no-135/14) under section 409 of IPC.

     BDO Subrata Das also lodged complaints against four IOs in this case. It is to be mentioned here that in the special Internal Audit Report of MGNREGA for the FY 2012-13 and FY 2013-14  massive misappropriation of more than Rs 17 crore was found. The special Internal Audit wad audited during 05/05/2014 to 30/06/2014. Only on Friday noon a five members PCC delegates met the Chief Secretary G Kameswar Rao demanding CBI probe in the MGNREGA scam in Bishalgarh R D Block. And in the evening BDO Subrata Das lodged FIR against the then BDO Bimal Chakraborty and four more IOs.

    Bimal Chakraborty is the brother of DYFI State Unit Secretary Amal Chakraborty. Apart from this his another brother Kamal Chakraborty is now the Commandant of 11 BN TSR . Bimal Chakraborty was appointed as a Panchayat Extension Officer in MataBari RD Block way back in 1997. from the very beginning Bimal Chakraborty was under the scanner of his higher officials due to his doubtful attitude. But none could have done anything as hails from a politically influential family of the ruling party CPI(M).
