'Since (Modi Era) 2014 Central Funding started decreasing for Tripura', CPI-M quotes Verma Committee 'Report'

AGARTALA, Oct 13 (TIWN): With a major revelation, Tripura's two Ex-Finance Ministers of the previous Left Govt Badal Choudhury and Bhanual Saha exposed how Verma Committee accepted that Tripura has been depriving of Central funding since 2014 which left the incomplete 7th Pay Commission this time too.

Addressing in a press conference at Melarmath Party Office Badal Choudhury said, "7th Pay Commission had left a great impact on Employees, Pensioners to gain vote banks for BJP ahead of Tripura Assembly Election 2018. The BJP led propaganda of central pay scale to be given under 7th Pay Commission once BJP in power had much influenced the voters heavily ahead of the Assembly Election". 

"BJP also handedover their promise doc. from employees to pensioners and lakhs of copies were distributed among employees before election, but on that time also we mentioned it as JUMLA and now also there is no doubt that it was a total JUMLA".

"If you look at Expert Committee (Verma Committee) report there are many issues which they have mentioned signalling various losses of employees are going to occur in coming days due to the implementation of 2.57 factor after our (CPI-M) 2.25 factor. According to the committee report the 2.57 will not be given to all employees, whereas left Govt's 2.25 were equal for all employees", Badal Choudhury told media. 

"Verma Committee clearly says the last review committee (CPI-M Govt) whose chairman was GK Rao in 2017 made best possible efforts for pay revision and other facilities for the employees but it could not meet all the expectations of the employees. Obviously the task of the committee was difficult due to limited financial resource", Choudhury quoted from Verma Committee report mentioning funding from Northeast decreased since Modi Govt in power. 

"Verma Committee's report Page-7 (Table-2, Chapter 3-Financial Status) says since 2014 Central Govt's funding started to decrease i.e.since the BJP Govt came in power. Gradually the funding decreased heavily in next 3 years. As a result there was no option for the State Govt to bear the expenditure anymore pay hike", he said.

Quoting from Page-10 of Verma Committee report, Choudhury said, "Due to NITI Aayog by removing Planning Commission, state lost "Block-Grant", through which State Govt earlier could negotiate the budget. It had been seen even though Rs. 1500 crore the Centre proposed for a sector, we managed Rs. 3000 crores from Centre". 

"In Page 15 Verma Committee says 14th Finance Commission imposed heavy loss of tax sharing and the rate of tax sharing was heavily downed. In 2015-18 share of taxes, at least 1495 crore was less given by Central Govt. In Page 18 (Financial Sector) also Verma Committee accepted that under risk 2.25 factor was implemented and there is no development even after changing of Govt further hinting Centre's economic condition is left in bad shape. It proves in how tough situation BJP Govt created for Left Govt was by depriving funds", Badal Choudhury said. 

Choudhury further said, "Verma Committee helped Assam, Manipur, Tripura but in no state 7th Pay Commission could be directly implemented. Actually via Verma Committee the implementations have been stopped in Northeast states and no state yet has got 7th Pay Commission across country".
