AGARTALA, Sep 25 (TIWN): The so called 6 months old JUMLA "Baby Govt" of BJP in Tripura led by Chief Minister Biplab Deb even though couldn't do anything positive for Tripura yet, but it has shaken hands with multiple alleged and proven scams. After Congress alleged 10,000 crores NHIDCL scam and the Judicial Dept recruitment scam, the High Court has found Tripura Govt for being involved in Education-scam under SCERT's E-Tender. With a major blow on Monday, Tripura BJP led State Govt has been found guilty for E-tender scam by High Court. The scam was led by SCERT (State Council of Educational Research Unit) in July month, just at four months of the Govt formation with a huge figure of 18 crores. In July month, 2018 State Govt called for tender of Rs. 18 crores through "online" and "offline" process. But various companies including Kolkata based Swapna Printing Press's E-tender was cancelled without showing any proper reason from the Govt. Swapna Press had submitted in both offline and online method for the tender.

But, while filing online State Govt didn't keep any "option" for submitting license of the factory whereas in offline the factory license was submitted and also one received copy was taken by the mentioned press. 

But state govt rejected the tender saying "Why E-Tender was not submitted with Factory-license?"  Moreover SCERT also opened the bid on August 31st, whereas before two months opening the bid is illegal. On that ground High Court has directed Govt that Swapna Printing Press will get the tender as it has offered the lowest rate. 

Scam Charges against TPSC (Judicial sec) : It was accused that before result publication, four ST candidates in were posted as Judges by TPSC and the selected list was exposed. On December 2016 the notification was first released for 6 Justice posts (4 ST, 2 SC). 121 candidates appeared in the written test on June 22, 2017. On 1st September, 2018 the viva test was taken but without result publication, four judges were listed and the listed as selected which was leaked.  

Alleged 10,000 crores NHIDCL scam : Congress exposed that without tender Govt of India’s undertaken organization National Highways and Infrastructure Development Corporation (NHIDCL) a the investment of 10,000 crores for 995.91 km road. Congress leader Gopal Roy said, this is the biggest ever scam ever held in Tripura and Chief Minister Biplab Deb is directly connected with the scam.

“In Govt of India’s General Financial rules 2017 and Tripura Govt’s Delegation of Financial Power rules clearly says, without tender no work should be given to any company. On June 27 a meeting was held at Delhi, Transport Bhawan in the presence of Nitin Gadkari, Minister of Highways, Principal Secretary of the Dept YS Malik, and high officials as Manoj Kumar, SC Mandal.From Tripura along with Chief Minister Biplab Deb, CM’s OSD Bijay Chibbar, Chief Engineer (NH) Rajib Debbarma, Add Chief Engineer (NH) Subrata Banik. On the other side, from NHIDCL K.V. Rajawat, NHIDCL Chief was present. In that meeting the decision was taken and on July 18, 2018 Chibbar had given note of the decision”, Gopal Roy said.
