7th CPC JUMLA promises, State Govt Fund crisis: 7th CPC seems impossible to implement in 2018, No DA release in July, Blame Game on Verma Committee to fool Tripura masses ?

AGARTALA, Aug 28 (TIWN): Without sufficient money for 7th Pay commission, from where Biplab Deb’s BJP Govt will implement 7th pay commission? More than Five months have passed since Biplab Deb assumed the charge as Tripura CM , but not a single positive step of this new govt has been implemented as per the pre-election tall promises & vision document. BJP-IPFT Govt often came into national and international headlines not for its pro-people activities but simply for the foolish motormouth uttering from CM Biplab . Soon after assuming the office Deb announced in public, "I will come to you with report cards of first 100 days of my govt". But now towards the end of August , the much awaited 100 Days report cards yet to be published . The opposition and the common people of the state rightly call this govt –‘A Govt of fools and false promises’. Indeed, from pre-election to post election period BJP ministers and leaders have seen to give lofty promises - one after another .

Out of thousands of promises , not a single one is yet to be materialized . BJP National President Amit Shah's own coined term "JUMLA" now can be most appropriate for his own party's govt in Tripura . 

 TIWN investigating team has launched a Fact Finding Drive after 150 days of BJP-IPFT govt took oath. Results that are coming from across the state is not at all satisfactory .Infact , the harsh  truth is that since its formation BJP govt has gifted only one thing ,i.e., Toalabaji( extortion of money) led by a section of BJP's district and Mandal leaders . Much to the utter vexation of the people even a few MLAs too are involved with such illegal and heinous activities. As a result of it evn with in a span of merely five months, the popularity of this govt is decreasing day by day . 

 One of the most lucrative pre-poll  promises of the BJP-IPFT combine was of 7th CPC for the state govt employees as uttered by Biplab Deb ,"Soon after coming to power we will implement propsals of 7th CPC with arear benifits from 01-01-2016." Even replying to a youth's tweet BJP President Amit Shah too promised the same( reply tweet attached here with this news) . But now Helicopterhopper Bollywood star like CM Biplab seems to have realized that not only at present but even at the end of 2018 implementation of 7th CPC in Tripura is a day dream only as not sufficient funds.

TIWN has authenticated information that Centre is not willing to allocate the huge fund needed for the implementation of 7th CPC . A highly placed sources in Govt of India revealed TIWN," At present BJPs main focus is on Lok Sabha poll. If Centre allocates huge amount of money for the implementation of 7th CPC in a state like Tripura consisting of only 2 Lok Sabha seats, it will be Hara-Kiri for BJP.

It is to be mentioned here that the initial basis pay structures for the Central Govt employees as per 7th CPC are as below:-

1) Group D - 18000/-

2) UGT/LDC/Equivalent: 35900/-

3) GT/Equivalent :- 44900/-

4) PGT/Equivalent :- 46700/-

(these include other allowances as well)

A top level official in Delhi told TIWN," Even if BJP promised to give benefits of 7th CPC, the fact is that most of the employees organizations in the state demanded to rectify the pay structures from 4th CPC as thousands of employes , who retired during the last two decades , were deprived . This type of calculator will put a heavy burden on the Centre , which is unlikely to respond right now ." 

A top level sources in the state Secretariat too agreed," State govt cannot implement 7th CPC before Puja and realizing the truth CM, Dy. CM and other Ministers and BJP leaders cunningly blew the wheel of 3 tier Panchayat By-election . The fact is that it seems to be unlikely that the govt can implement CPC in this year. " 

Another source in state Finance Ministry confirmed ,"Even Dy. CM (Finance Minister ) JishnuDevvarma is now avoiding to give specific time table for this much awaited demands of the state employees and pensioners, who played a key role in BJP's victory this year." And as an eye-wash attempt BJP ministers and leaders have started the blame game on Verma Committee to suppress this Foolish Govt's failure . 

Quite surprisingly in the year 2018 the State govt (both Left and BJP) has not released even 1% DA . Many expected that at least BJP govt will try to go for a face saver attempt like Mamata did in Bengal by making a hike of 10% in existing pay band as interim hike subject to the implementation of 7th CPC . But, instead of doing this, state  govt proceeded towards  by-election . 

TIWN sources in Secretariat added ,"The best bet for the State employees can expect is a hike of 15-18% on their existing salary prior to Lok Sabha poll and this too depends on the nationwide political situations of that time in 2019. "
