New Delhi, March 14 : Congress MP Shaktisin Gohil has given a privilege notice against Leader of Rajya Sabha Piyush Goyal for raising the issue of Rahul Gandhi, who is not a member of the House.

The MPs claimed that replying to a question in Rajya Sabha on April 1, the Union minister said India cannot export boiled rice under World Trade Organisation (WTO) restrictions and state governments must fend for themselves. "The fact is that India is exporting millions of tonnes of boiled rice to other countries as shown on the Centre's website. Details of the same were also given. The statement by the Union minister tantamounts to misleading the nation and raising the issue of privilege of Parliament," the TRS MPs said in the notice. TRS leaders in Rajya Sabha and Lok Sabha, K Keshava Rao and Nama Nageswara Rao respectively, submitted notices to upper house chairman M Venkaiah Naidu and lower house speaker Om Birla.  "We moved a privilege notice under Rule 222 against Piyush Goyal for deliberately misleading Parliament and members over the issue of export of boiled rice to other countries," Keshava Rao said. He said the minister replied to a suggestion made by the member that there were lakhs of tonnes of parboiled rice lying with the states that has no market nor was the FCI lifting as per obligations under government rules. He suggested the rice could be exported to other countries to help the farmers here. After submitting the notice to Om Birla, the TRS MPs raised ‘bachao bachao kisan ko' and ‘we want justice' slogans in the house. Urging the Centre to procure paddy in Telangana, the MPs later staged a walk out. Speaking to media later, Keshava Rao said the BJP government was looking at every issue with commercial and financial angles. "Nearly 110 countries take parboiled rice and countries like Sri Lanka and Bangladesh want the parboiled rice. Rice export is the domain of the Centre," he said. "Now, a dharma yudh is going on between the Centre and the state. The NDA government knows that there would be broken rice in yasangi season and the FCI has been procuring the same for decades now," the TRS MP said.
