MP Jitendra Chaudhury criticizes NCT Delhi budget, seeks proper accommodation for labour migrants from NE in Delhi

AGARTALA, July 31 (TIWN): Tripura MP and Chief Whip of CPI (M) in Lok Sabha Jitendra Chaudhury today raised serious questions on the general budget of NCT Delhi and said that the total fund allocation to Government of NCT Delhi was reduced to Rs. 36,766 crores this year from last year’s allocation of Rs. 37,450 crores. “This is the most unfair treatment meted out to the people of Delhi”, Chaudhury said. Speaking during the discussion on the general budget of NCT Delhi in the Parliament on Wednesday, MP Chaudhury said, “Urban Development Minister Venkaiah Naidu declared that he would convert Delhi not only into a world class city but also a world class smart city.

The reality is that the majority of people of Delhi are faced with six basic issues which are essential for ensuring their rights to live”. He added that the government care on drinking water, electricity, sanitation, health care, education and housing for the poor demanded criticism.

Chaudhury noted that large streams of labour migrants from the NER are moving to New Delhi and other metro cities in search of job. Population shifts are found for higher education and trade as well. He said that accommodation has come up as a major problem for this moving population. He today sought to set up a North East complex in Delhi to showcase art, culture, food and heritage of people from the NE region. The effort would boost the feeling of national integrity and oneness, he said.

The MP asked the House about steps taken in the budget to provide housing for the poor. “They are forced to live on the outskirts of the city in miserable conditions”, he said. Chaudhury flayed Finance Minister Arun Jaitley and said that his assurance to give Rs. 260 crores subsidy for lower user targeted sections of Delhi’s population was a fraud on the people of Delhi.

“Expenditure under the head of subsidy to consumers through discoms was Rs. 622 crores in 2013-2014. It was reduced to 260 crores this year”, he said. The MP further said that the BJP had promised to reduce tariffs by 30 percent. Power tariffs in Delhi were rather increased by 8.32 percent for residential and 9.5 percent for commercial usage before this budget, he noted.

Chaudhury argued that with such a massive deficit, Rs. 260 crores subsidy wouldn’t be sufficient even to neutralize the impact of power tariff increase, despite the fact that Delhites are forced to bear prolonged power cuts. MP Jitendra Chaudhury heavily criticized the policy planning for sanitation in the city areas and said that the authorities didn’t plan for any provision for sanitation in all unauthorized or recently regularized colonies and slums. Open defecation is high in such slums when the entire country is struggling to overcome the crisis, he quipped.

He criticized healthcare system of NCT Delhi and said that the number of government and municipal dispensaries were woefully inadequate for catering to the huge population of Delhi.  The MP accused the authorities to be ‘discriminatory’ towards poor students due to ‘highly inadequate number of government schools and facilities’ for the slum children.
