Separate directorate for school education department from September 1

AGARTALA, July 28 (TIWN): The process for constituting a separate directorate for the state school education department is expected to begin from September 1 this year aiming to have two separate Minister and Directorate for the department, said a reliable source. However, the state government has not yet given a final consent over it.

At present there is one education directorate for the state school education department from Class 1 to Class 12. The plan to constitute a separate directorate would consist of a department from Class 1 to Class 8 and another from Class 9 to Class 12, said the source.

It has been learnt that the charge for primary education department would be given to Minister Bhanulal Saha and Minister Tapan Chakroborty for secondary level department from Class 9 to class 12. The directors for the two separate directorates has also been finalised, said the source.

The plan to constitute separate directorates has been taken up to go at par with the centre’s Right to Education Act – 2009 which describes the modalities of the importance of free and compulsory education for children between 6 and 14 in India under Article 21A of the Indian Constitution.

According to the act any cost that prevents a child from accessing school will be borne by the State which shall have the responsibility of enrolling the child as well as ensuring attendance and completion of 8 years of schooling.

The act also directed that a total of 5 teachers have to be inducted from Class 1 to Class 5 if there is more than 121 students whereas head masters or principals have to be inducted in those schools which has more than 100 students.

However, the Left ruled Tripura though managed to implement the central sponsored “School Cholo” programme but has failed to provide quality education to the children so far. Just after the Tripura HC had pushed the state government to check the private tuition the guardians opposing the ban had alleged that the state education department had failed to impart quality education in the schools and the children as a result the private tuition has become mandatory for their wards.

Besides, it is worthy to mention here that the department of school education is now deeply concerned over “very low” attendance in schools across the state. The real entity behind the low attendance of the children in school is simply moving towards takeing the advantage of the centrally sponsored and being implemented in state – Mid-day meal scheme.

Most of the students in the government schools after taking their mid-day meal leave the school before the class gets over whereas along with the a section of teachers allegedly do the same.

On yet another serious allegation against the education department over recruiting the teachers without merit the state government in the recent past had mandated the TET examination for the teachers. The guardians finding the loopholes also claimed that the teachers inducted by the state government in the schools are non-merit as a result the students are bound to take private tuition.

The Union government may have made right to education a fundamental right by bringing into force the Right to Education (RTE) Act of 2009, but government schools are lagging far behind in providing quality education.
