CPI-M’s blue print to recruit party cadres in secretariat getting cabinet approval; High Court case imminent

AGARTALA, July 14 (TIWN): In an attempt to dominate the state secretariat in the party line, the state cabinet is going ahead with its plan to bring the recruitment procedure of the secretariat staffs under the GA (SA) Dept. in place Tripura Public Service Commission.According to sources in the state secretariat, the state cabinet which is scheduled to hold its meeting on Tuesday will give its node to replace the Tripura Public Service Commission (TPSC) in the recruitment of the secretariat staffs in the State Secretariat.It may be mentioned here that the majority of the secretariat staffs belong to the opposition camp and the ruling CPI-M’s support base in the state secretariat is weaker than the opposition supporters. According to a reliable source in the state secretariat, nearly 182 posts of Lower Division Assistants cum Typist (LDACT) are lying vacant in the secretariat and the ruling CPI-M wants to recruit the party comrades in those posts to capture the state secretariat so that the party’s organizational strength in the secretariat is enhanced.

The CPI-M was so far unable to tame the secretariat staffs into their lines as the secretariat staffs were enjoying the nearly nontransferable job status. The threat tactics applied by the CPI-M backed union in the state secretariat backfired on many occasions.

According to the secretariat source, the CPI-M Govt. wants to recruit all the secretariat staffs based on the CPI-M Local Committee recommendations through the GA (SA) Dept. of state secretariat.

“Recruitment in the state secretariat was so far out of political influences but the step of the Govt. to recruit the secretariat staffs through the GA (SA) Dept. will only pave the way for political recruitment,” opined one secretariat staff adding that the recruitment of party comrades will lower down the efficiency of the secretariat since the party cadres belonging to strong CPI-M background and the kiths and kin of the leaders of the CPI-M will be recruited in the process.

Meanwhile, the TPSC letter based on which the Govt. is going ahead with its plan to bring out changes in the recruitment rules is itself a non-official one since the TPSC denied issuing any such letter. The letter based on which the state cabinet is going to change the recruitment process says that the TPSC was overburdened with the recruitment jobs throughout the year, said a source in the TPSC.

According to secretariat source, the entire plan of change in recruitment policy was the handiwork of a group of vested interest leaders of the HGB road Employees Association who made the CPI-M think tank agreed to their plan and the local committee of the union was not taken into confidence about the plan. The Mahakaran Karmachari Samity had written to the state Chief Secretary and Chief Minister Manik Sarkar   protesting the plan of change in recruitment rules but neither the CS nor the CM replied to them. The opposition leader Sudip Roy Barman’s letter to the CM concerning the change in recruitment rules was also not answered.   

The Mahakaran Karmachari Samity is planning to file a case in the Tripura High Court very soon demanding continuation of the existing recruitment rules applicable in the selection of secretariat staffs.
