AGARTALA, March 27 (TIWN): The Central Government will allocate fund for the Sarba Siksha Abhiyan, if the State Government can spend the full fund in the right aspect. It seems that the State Government is lack of interest to spend the fund in right direction. Besides that they are busy in looting the funds allocated for this purpose.
According to the recent data of the Sarba Siksha Abhiyan, in the financial year of 2013-14, 3839.15 lakh rupees were allocated in the first and 2nd phase, Rs 2815.79 lakh rupees were allocated for the 3rd purpose. But still now, the amount for 4th phase was not sanctioned. However, State Government demands 401 crore rupees to the Central for the allocation of funds in the Sarba Siksha Abhiyan (SSA). Earlier, the State Government had sent a letter to Centre for the allocation of funds and the regularization of teachers. In reply, Central Government informed that the allocation of funds fall under the sphere of them, but regularization simply depends on the State. In the meantime, Central Government had decided to release the pending fund of 77 crore for the year 2015-16.
Regularization is also important in the spirit of the Sarba Siksha Abhiyan and Right to Education Act, 2009 which stipulated the teacher-pupil ratio to 1:40 and 1:35 for primary and upper primary classes respectively. This ratio cannot be left to contractual teachers who generally leave the job for regular jobs,” 5,000 posts are still vacant in School Education Department
However, the tenure of the teachers for five years in Sarba Siksha Abhiyan was completed. Till now, there are 2443 Post Graduate Teachers and 2389 Graduate teachers. While, Tripura Government demands that, they are not against introducing unemployment allowances for the unemployed youths of the state and the government will look into the issue if the financial position of the state improves.
