Failing to produce Utilization Certicate of Rs 16.63 crore; Union Ministry of Tourism cancels further sanction of money to Tripura; Great Bonanza to other NE States in tourism sector

NEW DELHI /AGARTALA, February 28 (TIWN): Taking a strong note on failure of Tourism Department, Govt of Tripura regarding the utilization certificates of Rs 16.63 crore allocated to Tripura by the Centre during the FY 2013-14 , Mimistry of Tourism , Govt of India has cancelled any further release of money to the Tripura Tourism Department for the year 2014-15. This has been taken as a serious blow to the govt of Tripura after continuous and undue advantage being provided by the Congress led UPA Govt during its 10 years tenure. After the formation of Narendra Modi led NDA Govt at the Centre, political experts were expecting that at least now there will a change in the attitude of the Centre especially while allocating money to different states. And after seven months of regime at the Centre PM Modi led NDA govt seems to have started to allocate money on performance basis.

 During the last one year or so the whole of Tripura has been witnessing scams after scams being made public by different news media and accordingly Centre too is aware of the various scams recently unearthet  in the state namely MGNREGA, NRHM, PMGSY and any other corruption issues in different blocks. Ultimately , as political experts assume, centre starts to show its anger by cancelling any further release of funds by the Ministry of Tourism , Govt of India. 

Speaking to TIWN on this issue a highly placed source in Ministry of Tourism in New Delhi," Centre is forced to take this initiative because Tripura Tourism Department has failed to produce utilization certificate of Rs 16.63 crore sanction during the FY 2013-14 . And in this year Centre has not sanctioned money for any new project in Tripura .

This initiative , one may say, with will give a strong message to the Govt of Trilyra in maintaining administrative transperancy. " The source however said that Centre has not deprived the NE regions in this regard . Rather it has come up with a bonanza of new projects in the field of tourism for other NE states.

The flowings are the details of the new projects sanctioned by Ministry of Tourism, Govt of India  during FY 2014-15 to the North Eastern States:

ARUNACHAL PRADESH:- 
1. Development of Tourist Circuit in Itanagar-Ziro- Daporijo-Aalo-Pasighat Circuit in Arunachal Pradesh.
2. Development of Tourist Circuit in – Pasighat-Jengging-Yingkiong-Tuting Circuit in Arunachal Pradesh.
3. Eco-Tourism Resort Haru Pahar at Roing in Arunachal Pradesh
4. Development of Heritage site at Pemaziling Menchuka, West Siang district in Arunachal Pradesh.

MANIPUR:- 
1. Tourist Destination at Sadu Chiru Waterfalls in Manipur.
2. Development of Tourist Circuit around Hiyanthang Temple Heibokching and adjoining areas. 
3 Manipur Sangai Festival.
4. Youth Adventure & Water Sports festival of Manipur.
5. Providing of Tourism Infrastructure In and Around Imphal City, Manipur.

MIZORAM:- 
1. Celebration of Anthurium festival.
2. Celebration of Thalfavang Kut festival.
3. Integrated Development of Eco-Tourism Mega Circuit at Thenzawl District Serchhip, Mizoram.

NAGALAND:- 
1. Integrated Tourist Destination at Longsa at Mokokchung.
2. Integrated Tourist Destination at Chumukedima 
3.Development of Tourist Circuit at Longkhim-Chare-Longkhum-Helipong-Tuensang 
4.Development of Tourist Circuit at Naginimora-Wackching-Mon-Chenmoha
5.Development of Tourist Travel Circuit at New Secretariat-Sendenyu-Terogvunyu-Tesophenyu-K. Station-Asukikha.
6. Development of Tourist Circuit at Dzu-U-Chakhabama-Kekruma-Longmatra-Likhimro in Nagaland
7.Development of Tourist Circuit at Naga United village-Shoxuvi-Zutovi-Xekiye 
8.Integrated Tourist Destination at Jakhama, Kohima.
9. Integrated Tourist Destination at Razhaphema Basa, Dimapur.

SIKKIM:- 
1. Development of Tourist Infrastructure at Majhitar in South Sikkim.
2. Development of Tourist Destination at Pelling in West Sikkim.
3. Development of Tourist Destination at Lingdem Hot Spring, Seven Sister fall and Roksok in North Sikkim.
4. Development of Tourist Destination at Mangley, South Sikkim.
5.Development of Tourist Circuit along Chungthang-Lachung-Yumthang 
6.Development of Tourist Circuit along Mangley, Sripatam, Lingmoo, .
7. Development of Tourist Circuit along Chiyadara-Phalidara-Phongla-Maniram-Mellidara-Yangang in South Sikkim.
8. Development of Tourist Circuit along the Penlong-Rankdong Tintek-Tumin-Khamdong-Samdong-Sang-Ranka-Sichey-Ranipool-Pakyong-Rorathang

From the above stats it is clear except Tripura , the North Eastern states will be flooded with huge sanction of funds by the Centre in the field of tourism.

In the case of Tripura the news has come as a bolt from the blue. Because state govt has got a clear message that in the coming years it is going to face similar situations time and again unless it submits utilization certificates and implementation reports properly. With this cancellation of funds , a top level official told TIWN on Friday night , will make its impacts in various on going projects. He said," Already it is clear that this will put a severe impact in projects like Retrofitting of Neer Mahal, Modernization of Chhobi Mudra in Maharani ."

A few months before Governor of Tripura P B Acharya,  while visiting Neer Mahal , expressed his discontent over the Retrofitting of Neer Mahal as he suspected that substandard material are being used in this Royal Palace, said the official. And now when the tomb of Neer Mahal collapsed on Wednesday even before the completion of the project, doubts have again started to rise that whatever the Governor said three months before was based on truth. 

Overall its a major failure of Tourism Minister Ratan Bhowmik, Secretary of Tourism and all inept officials of Tourism Dept.
