Agartala, February 28 (TIWN): The four day long 21st state conference of CPI (M) have seriously affected the functioning of civil secretariat. All kind of work came to grinding halt due to the absence of chief minister Manik Sarkar and his council of ministers at the secretariat.

The secretariat building for last four days gave a deserted look, only a skeleton section of officers and staffs were noticed at the secretariat. Those who came have no work to do. It was an undeclared holiday for the secretariat employees.

Secretariat of any state is the nerve centre of the whole administration. Everyday many important decisions are taken and   files are dispatched after getting approval from chief minister and other council of minister. During last four days hundreds of important files got decked at offices of chief minister and other ministers. As a result, administration of the entire state was seriously affected. No decisions could be circulated from the secretariat.

Chief Minister and council of ministers of the CPI (M) ruled state have engaged themselves full time with the state conference that they forgot their constitutional responsibilities. They forgot the well being of citizen of the state.

According to reports, during the party conference government machineries were used like anything to make the conference a success. Even some officers and employee of the state government were seen in the party conference as they were assigned with responsibilities to cater the needs of the 500 plus delegates.
