Everyday a woman is raped in Tripura, reveals CM’s own department;Alertness and awareness can mitigate the number of rapes: Member Secretary (TCW)

AGARTALA, January 28 (TIWN): If one looks at the trend of this severe most crime against the women folk of the state, over the period of years, it evokes a more shocking state. In the year 2012-13, there had occurred 224 incidences of rapes across the state Tripura (Source: Directorate of Economics and Statistics, Government of Tripura). Incidentally, the Economics and Statistics department come under the Planning department. And Chief Minister Manik Sarkar, himself, holds the charge of Planning and Coordination department of state. If it is calculated to draw a conclusion, nearly 19 to 20 women, including minor girls and kids had become the victim of this inhuman barbaric act, in each month, for the entire year mentioned above. Meanwhile, while talking to this correspondent, the Member Secretary of Tripura Commission For Women (TCW) Aparna Dey has said that the at once they are informed, the TCW team rushes to the crime site with counselors and talk to the victims. “The whole session of counseling cannot be done in one day but we try our best to give mental relief to the concerned girl or women.” The team also records the statements of the victim and submits to the Police.

The preamble of the constitution of union India is stated as ----- “We, the people of India, having solemnly resolved to constitute India into a sovereign socialist secular democratic republic and to secure to all its citizens: JUSTICE, social, economic and political”. With an intent to draw a relevance of the above quote the second most populous state of  Paradise Unexplored  alias North East (NE) India is relentlessly striving to smash all three justices endowed by the constitution. Economic justice is smashed by giving the worst and low most salaries to its employees, political justice  (read as political tyranny) is stimulated through pilferage crores of central allotted public money. Last remains the Social justice, which, in the CPI (M) regime, is being heinously distorted through raping the women of the state, almost daily. And the same has been substantiated by none other than a state government’s department, which the Chief Minister, himself is in charge.

The old English proverb -“’When sorrows come, they do not come in single but in battalions”, is being felt by the helpless people of the state as year after year the rare of crimes against women is going upwards only. A rise of nearly 3% has been observed from the year 2012-13 to 2013-14.In the year 2013-14 alone, 230 rapes have been registered with various Police Stations (PS) all over the state. And the recent year’s data say that on an average one woman (if the fraction is ignored and one assumes that all the rape cases are not recorded with the authorities) is robed of her dignity, daily.

 On being asked whether the team confines itself within talking and taking statements to police the Member Secretary added, “No, we at times pressurize the Police and ask them to file the case, prepare the charge sheet and incorporate appropriate sections of Indian Penal Code (IPC).”

“See if you ask me about the preventive measures I would like to say that awareness and alertness can reduce the number of cases, besides the definition of rape is not clear among many people because after a physical relationship based on mutual consent, if the boy disagrees to marry that too is termed as rape but this is not true besides the minor boys and specially the girls are also being the victim of that due to lack of knowledge.”

On talking about the alarming number of rapes in state, the Member Secretary told that in Tripura almost every case is recorded and registered and so the number is so high. “In Haryana there was no Commission even two years ago and in Maharashtra the Commission consists of one official only and to add to that in other states when someone goes to a PS to register a case of rape the victim herself is charged and blamed by the Police but that is not the case in our state”, she further added.

While speaking on the issue of awareness drives, the Member Secretary has stated: “When awareness camps are organized the male section of the society seem to be reluctant to participate and pay attention where I strongly believe if their participation can be ensured nearly sixty percent of the incidences would be lessened.”
