AGARTALA, November 26 (TIWN): Just before leaving for Delhi CM, RD Minister Naresh Jamatia instructed all DMs, SDMs, BDOs and other Implementing Officials (IO) to prepare the details of generating man days under MGNREGA within a day’s time. After getting this warning all the DMs, SDMs, BDOs and other officials are now in real dilemma what to do at this moment. Earlier when Jitendra Chowdhury was the R D Minister, his skill in handling with computer related issues helped the state govt in solving such situations quite easily. But ever since Jitendra Chowdhury has been sent to Delhi as MP, Rural Development Ministry is indeed suffering from efficient Minister like him. According to the latest circulation of Union Rural Development Ministry all transactions under MGNREGA are to be carried out through EFMS(Electronic Fund Management System).

During his tenure as R D Minister Jitendra Choudhury highly praised this system as it would reduce the number of corruption cases. At that time the then R D Minister also assured all govt officials and political party representatives that the new system will ensure transperancy in all allied departments.

But during the 2014 Lok Sabha poll the state ,powerful lobby of CPI(M) party under Manik Sarkar sent Jitendra Choudhury to Central politics and brought Naresh Jamatia as the new R D Minister . Even as an MP Jitendra Choudhury already made its impact on central politics as Mr Choudhury has been the part of the prestigiuos committee of Goodwill Mission of Indian Parliamentarians that recently visited South American countries like Mexico, Argentina and Chile.

     But now in Tripura just ahead of PM Modi's visit Govt of Tripura has decided that on December 1,  it will try to impress the PM showing a fake report performance data before the PM. And the order to generate man days within one day is the first step of this proposal( already started to be termed as yet another organized scam). Already a large section of govt officials are afraid that once the report of such fake implementation is produced before the PM  many such officials are likely to face suspension for detiliction of duty. As per the latest regulation of MGNREGA Act 2005, it has been categorically mentioned," For the appropriate sanction of MGNREGA mandays, the Pradhans, Panchayat Secretary, BDO, SDM and DM of the concerned localities are to sign in the proposal memorandum. Once it is approved, the grass root workers like Gram Rojgar Sevak( GRS)  and engineers(mostly appointed as contractual workers) are pressurised to submit implementation reports. As nuatral consequences the GRS and engineers are to sign in fake adjustments.

     It is to be mentioned here that the BDOs, SDMs and DMs always use the contractual staffs as puppets as very often they care threatened to be terminated from their jobs without any notice. And under pressure from senior ofiicials these grass toot workers are forced to bend their heads for the fear of being terminated. But the Bimal Chakraborty's case on Bishalgrah R D Bloc opened eyes of all. Another big problem on this issue is that most of the GRS and  Panchayat Secretaries don't have H S Pass qualification. And taking that advantage of their academic backwardness, the high officials,who have already entered into the good book of political leaders and administrators, the high officials, have been days.
