AGARTALA, Feb 29 (TIWN): Tripura Chief Minister Biplab Deb now fell in own trap which he created to silence Congress top leader Gopal Roy’s mouth who along with being a Congress State leader is having a long career as an advocate. Recently BJP’s winning MLA Sudip Barman himself raised question on NHIDCL work-project deal on National Highway, which he claimed was done without calling any tender to give opportunity to state's contractors. However, this racket was long back exposed in another way by Congress leader Gopal Roy and various newspapers, almost all media covered that particular news. But, Tripura CM Biplab Deb has filed case against Gopal Roy alleging he (Gopal Roy) has defamed him (Biplab Deb) with the allegation. But what happened today when the case was raised in court, on Day-1 Gopal Roy was given bail at Rs. 10,000 bail-bond.

After the hearing, Gopal Roy said, “I still say, there was gross violation of rules and corruption has taken place. Chief Minister now should prove himself as "not involved" in the scam. That deal was done by none other than Biplab Deb's own OSD Chibbar. So, let CM prove now that he is innocent”.

Addressing media, Gopal Roy said, “My question was why restricted tender was not done in this case ? The case was under section 500 and 501. I got bail on 10000 rupees bail bond. My advocates were Prasanta Sen Chowdhury, Partha Sarkar, Asish Dey, Mridula Bhattacharjee, Bimal saha”.

“But now the matter is critical because his own MLA has expressed resentment over the same issue in Assembly, but in Assembly he could not answer but he said that to do works in fastest way, the projects were given but in Court his lawyer could not answer that”, said Gopal Roy.

He further said, if defamation is committed by him, then he will grant the court given punishment but if he is proven as not guilty then, further defamation will be filed against Biplab Deb.

SCAM AELLEGED IN ASSEMBLY ON JANUARY 20, 2020 BY MLA SUDIP ROY BARMAN

During a debate among ruling party leaders in the Assembly, corruption was exposed after MLA Sudip Roy Barman raised question about handing-over of PWD projects to NHIDCL without any tender caused Rs. 450 crores of corruption. Addressing at the Assembly, MLA Sudip Barman said, “My basic question is, whereas from 2015-16, 2016-17,2017-18 FYs continuously we were conducting the national highway construction, maintenance works by State PWD, but what suddenly happened in 2018-19 after our Govt formed that in an urgent mode, the tenders were handed over to other NHIDCL without tender which is causing massive revenue incomes ?”

Barman said, “When for these works around Rs. 20,000 crores were to be come from the Centre, it is causing massive losses to the revenue generation chances".

"The National Highway projects have caused Rs. 450 crores of fishy deal. Moreover, State PWD could call for tender where state agencies could apply. But what is the reason of hand-picking tender distribution ?”

“Govt can not violate the rules like this. Even if the Govt wants to give it to the private sectors then also norms should be followed. When our Govt’s intention is very clear that ‘No Tolerance’ against corruption. Then why are these happening ? Our dynamic Chief Minister might be unknowingly in the wrong trap of corrupt officials”, said Barman.

He also said, earlier Govt official cum CM’s OSD Bijoy Chibbar also was the Secretary of NHIDCL but immediately after handing over the projects is out of the state. Barman said that all these, generate the suspects that something is “fishy”.

“CM is very honest. He should be alert that nobody tries to mislead him. It is clear that from 2015 PWD was working well and now suddenly handing over these projects like this ? We have lost the revenue. Instead of imposing taxes in various other things, we could focus to earn revenue from it. Also we have violated the norms”, he said.

In reply, Biplab Deb said that in case of PWD, Central Govt often delays the payment but in NHIDCL it doesn’t not delay.

Then Sudip Barman asked him, is this can be a reason for handpicking tender distribution ?
