Medical Council of India (MCI) cancels 3 more post-graduate courses in AGMC, students suffering continue

AGARTALA, October 24 (TIWN): Before settling the dust of previous cancellation of 3 post-graduate courses by the Medical Council of India (MCI) in Agartala Government Medical College (AGMC), the MCI cancelled more three PG courses- MD (Paediatrics Medicine), MS (OBG) and MD (Psychiatry). Recently, the MCI had derecognized PG courses of three departments in AGMC- Surgery, Anesthesiology and Radio-Diagnosis. As a result, resentment is brewing among the students of three departments. In an order issued by MCI, considering the Council Assessor’s report of May 20, 2014, the Postgraduate Committee of MCI decided to recommend not to recognize MD (Paediatrics Medicine), MS (OBG) and MD (Psychiatry) courses granted by Tripura University in respect of students being trained at Agartala Government Medical College (AGMC) due to several deficiencies.

According to the order, MCI has cancelled the MD (Paediatrics Medicine) course due to: There is only 1 Unit functional against requirement of 2 Units as per regulations; the only Unit has 76 beds, which is not as per Regulations; average daily OPD is 60, which is inadequate; average daily bed occupancy is 60 %, which is insufficient; average occupancy of PICU is 70 %; there is no office space for Associate Professor; Bronchoscopy is not performed and many other deficiencies pointed out in  Assessment Report (May, 2014).

The MCI has decided to cancel MS (OBG) course because of following facts:  Unit I does not have Associate Professor; there are no new books in the departmental library; daily OPD attendance is 60 -70 patients; Dr. N. Sarat Kumar Singh, Professor and HOD could not show any proof of residence; one Asst. Prof. is absent for last 2 months; Postnatal clinic, Gynaec Endocrine clinic & Menopausal clinic are not available; Separate critical care area for O.G. is not available; Lack of Hysteroscopy and many others.

Considering the Assessment Report (May, 2014), Medical Council of India pointed out some deficiencies in MD (Psychiatry) department and derecognized the course. The following facts are: Professor and HoD is honorary, which is not permissible as per regulations; there is no Asso. Prof in the only Unit; Average daily OPD is only 20; Specialty clinic like Substance Abuse clinic are not run; There are no publications from the department in indexed journals in last 3 years; Facilities for Chronic Psychiatric Care are not available; Occupational Therapy & Recreational Therapy are not available and Other deficiencies as pointed out in the Assessment Report.

According to the sources inside AGMC, the Higher Education Department in Tripura is facing this difficult situation only because of the negligence of Director of Medical Education (DME), Principal of AGMC and other governing bodies of AGMC, those are under shadow of Melarmath.
