Disgruntled Tripura State Govt Employees anger brewing, waiting for Pay-Matrix salary : BJP’s 7th CPC JUMLA to cost Lakhs of employees, pensioners vote banks

AGARTALA, Oct 20 (TIWN): JUMLA 7th CPC Cheating with a mere 0.32 Factor rise by Biplab Deb in Pay is a huge blow to State Govt employees in comparison to Manik Sarkar’s large 2.25 Factor hike in 2017.Various types of calculations already have been presented regarding the pay hikes of Govt employees since BJP Govt had announced Tripura Pay Matrix 2018 for all Govt employees and pensioners. This pay hike however has concluded by BJP Govt terming it as "same" as 7th Pay Commission. Survey revealed, employees, pensioners are totally waiting for the next month's salary as it will only help them to measure with Central Pay Scale and State Pay Scale. But, tension gripped on pay hike as CPI-M Govt had increased 19.68% with 2.25 factor whereas BJP's 0.32 hike (from 2.25 factor) with 2.57 has only increased 14.2%. But Chief Minister Biplab Deb has continued claim on 7th Pay Commission has been given to employees. In this situation, employees have chosen to wait for the next months salaries.

Even though 7th Pay Commission has been a far reality for Tripura employees, pensioners, but due to rumour ongoing on 7th Pay Commission price hike has hit the market. 

CM however mentioned, due to fund crisis followed by CPI-M regime of 25 years, BJP Govt could not implement various allowances for employees. 

But in Verma Committee report it has been clearly said that since 2014 fund deprivation started with Tripura and thus no Govt could implement 7th Pay Commission. Shockingly Verma Committee has said that since 2014 (Modi Govt) the funding decreased. Committee report says, "It is observed that the receipt from the Central Government started falling after 2014-15 and obviously it has severely affected the finances of the State Government. Under these circumstances the options for the State Government were limited to reduce the development expenditure and avoid any further expenditure on salaries". Thus there is no doubt that Modi Govt created economic blockade for Manik Sarkar's Govt and even after change in Govt in state nothing has been changed. 

"State's Own Revenue Receipt is about 20 % of the total receipt of the State which indicates heavy dependence on funds under Revenue Deficit Grant/ Share of Union Taxes, There is not much increase in the Non Plan Gap Grant and the FC Grant during the years 2015 to 2018", said the Committee report revealing how Tripura was fooled in taxing by the Modi Govt.

However, the Govt employees and pensioners are shocked over Govt's decision of suspending 7th Pay Commission and calling 0.32 factor hike as 7th Pay Commission.
