AGARTALA, Oct 13 (TIWN): Verma Committee Data bared open various reasons behind failure in implementing 7th CPC Central Pay-scales in Tripura. Even though before the election Modi, Amit Shah propagated that 7th Pay Commission with Central Pay Scale to be given from March 4th and all BJP ruled states implemented 7th pay Commission, but in reality no other state could implement 7th Pay Commission as same as Centre. In case of Tripura reason behind JUMLA-Pay Commission is 100% No-Central-Funding-hike. From the Verma Committee report it has been learnt that due to Central deprivation and Fund crisis, Tripura BJP Govt could not allocate Central Pay scale. In Verma Committee report it has been clearly said that since 2014 fund deprivation started with Tripura and thus no Govt could implement 7th Pay Commission. Shockingly Verma Committee has said that since 2014 (Modi Govt) the funding decreased. Committee report says, "It is observed that the receipt from the Central Government started falling after 2014-15 and obviously it has severely affected the finances of the State Government.

Under these circumstances the options for the State Government were limited to reduce the development expenditure and avoid any further expenditure on salaries".

Thus there is no doubt that Modi Govt created economic blockade for Manik Sarkar's Govt and even after change in Govt in state nothing has been changed. In a press confernce CPI-M two ex-Finance Ministers Badal Choudhury, Bhanu Lal Saha have also raised the issue.

"State's Own Revenue Receipt is about 20 % of the total receipt of the State which indicates heavy dependence on funds under Revenue Deficit Grant/ Share of Union Taxes, There is not much increase in the Non Plan Gap Grant and the FC Grant during the years 2015 to 2018", said the Committee report revealing how Tripura was fooled in taxing by the Modi Govt.

Whereas it's quite evident no Pay Commission was given on October 9 but BJP has been strict to its arrogance claiming the Pay-Matrix as 7th Pay Commission.

In a press conference on Wednesday held by BJP General Secretary Pratima Bhowmik, Party Secretary Rajib Bhattacharjee have claimed "BJP is done with its promise of 7th Pay Commission and today BJP has forced its Sangha backed employees to hold a rally supporting the BJP Govt, whereas Verma Committee itself has exposed how Centre had deprived the employees of Tripura even after Modi, Amit Shah and Jaitley led Vision Document publication.

It was on June 13, 2017 that CPI-M Govt declared Pay & Pension Committee’s decision of 19.68 % hike with 2.25 per FF (Basic and pay band together) in salary, with 125 % of DA increase from 88 % DA for both the Govt Employees as well as the pensioners.

With CPI-M Govt's 2.25 factor, the BJP Govt has added a 0.32 factor from October, 2018 depriving 9% DA and all arrears, indeed far from paying 7th Pay Commission. 

But with criminal attempt, BJP today has declared that Govt has announced 7th Pay Commission and all demands of employees are fulfilled without any protest. Across social media BJP is slammed totally as a "BATPAR" party (a fraud in Bengali) whereas Bharatiya Janata Party has turned Bharatiya Jumla Party to the netizens. Amid BJP's claim of Pay Hike", employees regardless BJP, CPI-M, neutral all are shocked with the JUMLA-drive of BJP. Before Election BJP took signatures in exchange of 7th Pay Commission from 2016's effect via "Signature Campaigning". In this condition, employees left frustrated, shocked and angry with BJP's mass cheating. With the biggest promise's breaking, now already unemployed to poor section of people realized what will be the outcome of Vision Document. 

At 5 PM Congress called press conference has slammed the BJP Govt, calling BJP claimed 7th Pay Commission as a "JUMLA Commission".

 “CPI-M Govt’s 2.25 factor hike raised 19.68% of salaries of the employees and after increasing 0.32 factor announced by BJP with 7th Pay Commission facilities has raised only 14.2% of the whole salary. How far from 14.2%, the salary will be hiked when 19.68% only hiked a very minimum ?” “In case of pensioners for gratuity state Govt’s has allocated 10 lakh whereas in case of Centre (7th CPC) it’s 20 lakhs. How house rent can be 3000 only ? Many things are in 7th CPC but nothing has been given including 9% DA which are pending”, Gopal Roy said.

With the announcement of 0.32 factor pay hike from 2.25 factor of Manik Sarkar’s Govt and claiming it as 7th Pay Commission has proven Biplab De couldn’t manage fund from the Centre.Earlier, Bipab Deb said that Rs. 20000 crores to be needed to fulfill the 7th Pay Commission whereas now he wants to complete pay commission at Rs. 1000 crores.

Crores of funds were wasted in Chief Minister’s quarter renovation. More 1 crore in oath taking and in his Delhi visit with full team of Secretariat even with family members and relatives are burdening the state with huge amounts.

Before election, Prime Minister of India Narendra Modi said in first cabinet meeting 7th pay commission will be given. Amit Shah said, ,"Cast your vote on 18, 3rd March BJP to win and take your salary according to 7th Pay commission". Assam Finance Minister Himanta Biswa Sarma told media,"Create such a situation in MP election that we can't win it(Lok Sabha) election". But keeping Tripura in zero deficit budget, Biplab Deb Delhi visit with #TransformingTripura slogan, hypes on "Model State in 3 years" Deb failed to draw 7th Pay Commission for 2 lakh Govt employees. 

In a separate  phone call Ex-Minister of CPI-M Tapan Chakraborty told TIWN, "It is not same to same as 7th pay Commission, just a hike of 0.32 factor than last years's CPI-M Govt led 2.25 factor. Also by announcing the Pay Matrix with effect of 2018, October (not 2016, January) has caused a massive losses to the pensioners as well as employees". "In words they promised many things, but in work a total dissimilarity has been spotted", said Tapan Chakraborty adding not much hike can be expected from this "Pay Matrix".

Indeed BJP Govt has massively fooled the employees and in the lies from Union Finance Minister Arun Jaitely to Prime Minister Narendra Modi have taken lead role.

Biplab Deb's mass cheating will remain as the worst JUMLA Tripura witnessed since the formation of 7 month old BJP Govt. 

 However, the Govt employees and pensioners are shocked over Govt's decision of suspending 7th Pay Commission and calling 0.32 factor hike as 7th Pay Commission.
