AGARTALA, Oct 10 (TIWN): Both opposition Congress and CPI-M slammed Biplab Deb Govt against the announced “Tripura Pay Matrix 2018” with merely 0.32 factor hike, whereas Congress has termed the “Pay Commission” as “JUMLA Commission”. CPI-M MP Jiten Choudhury has hit the ruling BJP Govt for variations in its promise and actual works and CPI-M Ex-Law Minister Tapan Chakraborty pinched the Govt for its failure to “doubling salaries”. Congress leader Gopal Roy hitting the State Govt for its claim of Pay Matrix as 7th Pay Commission said, “This 7th Pay Commission is nothing but Govt is fooling the employees/pensioners by giving nothing. This is totally a bluff, cheating to the employees who were expected double salary and pay scale according to Central scale. Roy further mentioned, mentioned, “CPI-M Govt’s 2.25 factor hike raised 19.68% of salaries of the employees and after increasing 0.32 factor announced by BJP with 7th Pay Commission facilities has raised only 14.2% of the whole salary. How far from 14.2%, the salary will be hiked when 19.68% only hiked a very minimum ?” “In case of pensioners for gratuity state Govt’s has allocated 10 lakh whereas in case of Centre (7th CPC) it’s 20 lakhs. How house rent can be 3000 only ? Many things are in 7th CPC but nothing has been given including 9% DA which are pending”, Gopal Roy said.

“Whereas 2016, January was promised as the effect of 7th Pay Commission implementation before election, now a merely pay hike has come under effect from 2018, October. Indeed the Jumla Govt has mass cheated with fake Vision Document”, Gopal Roy added.

However, calling a press conference BJP State General Secretary Pratima Bhowmik has claimed the pay hike according to 7th CPC, whereas Congress will addressing media at 5 pm.

In an interview with TIWN on Wednesday, Chakrabory said that even though CPI-M party has not come out with the final calculation of the pay-hikes but at the primary observation it's clear, what they (BJP) promised have not fulfilled. "It is not same to same as 7th pay Commission, just a hike of 0.32 factor than last years's CPI-M Govt led 2.25 factor. Also by announcing the Pay Matrix with effect of 2018, October (not 2016, January) has caused a massive losses to the pensioners as well as employees". "In words they promised many things, but in work a total dissimilarity has been spotted", said Tapan Chakraborty adding not much hike can be expected from this "Pay Matrix".

"Moreover, generally Pay-Matrix is implemented from January or April but the Govt has announced at an odd time of October. But before the election, they promised that the effect will be given from 2016, January", Chakraborty told TIWN.

On Tuesday, Chief Minister Biplab Deb annnounced 'Tripura Pay Matrix 2018' in State Secretariat and it was said, "The committee has recommended that the date of effect of the revision of Pay / Wages / Pensions shall be from 1.10.2018. In case of regular employees, the New Pay Structure may be in the form of 'Tripura State Pay Matrix 2018'which was earlier prepared by 2.25 factor now may be raised with 0.32 factor".     

“Tripura State Pay Matrix 2018 subject to be condition that whatever the revised pay works out higher than the corresponding pay as per 7th CPC recommendations, as a result of application of multiplication factor of 2.57, suitable adjustments shall be made with a view of keeping parity with 7th Pay Commission recommendation. As a result multification factor to be slightly lower than 2.57 factor”, State Govt announced in press note even though the implementation came with only 0.32 factor.

However, till now calculations and oppositions’ stands have been against the Govt announcement as 7th Pay Commission far from implementation yet.
