AGARTALA, Oct 1 (TIWN): Mass cheating, JUMLA promises, Lollipops, Mega promises in vision document are the main reason for BJP’s Assembly Election win in Tripura. Resentments have been brewing among the Tripura’s 2 lakhs Govt employees as yet after 7 months of completion BJP Govt couldn’t announce 7th CPC or from when Govt employees will get their much awaited 7th Pay Commission, Even though Amit Shah, Modi, Deodhar in Election rallies in Tripura said that as soon as BJP comes in power on 3rd March, then from the next day 4th March, employees will count their salary hikes as per 7th Pay Commission. Amit Shah desperately kept on telling the Govt employees, “Give us vote on February 18, we will win on March 3rd and from 4th March take 7th Pay Commission wise salaries”. But when employees were waiting for 7th Pay Commission, Govt immediately after coming in power formed a committee named Verma Committee led by Assam Ex-Chief Secretary PP Verma to submit a report on 7th Pay Commission within 100 days, but Verma committee two times failed to submit report and finally the BJP Govt again increased the deadline for Verma Committee till December.

Verma Committee has almost been acting just as a platform to "delay" the implementation. Durga puja markets left under losses not only due to 7th Pay Commission but with the down in economy and price hike, the markets are running dry.

Before two months, Finance Minister Jishnu Debbarma assured employees that before Durga puja 7th Pay Commission will be given, whereas now the Minister is saying that without Verma committee report can not be submitted and Verma Committee is not going to submit report till December.

Pay Commission could not be announced in 7 months of Govt formation, whereas 10 % DA of July month is now pending left the Durga Puja season as dry. Infact puja business is still at down due to commodity price hikes and no salary hike of employees. O

n February 19, 2018, 1 day after Assembly Election, Chief Minister Biplab Deb said that 7th Pay Commission’s implementation needs 20,000 cores at least. Referring the Vision Document of BJP which was published by Union Finance Minister Arun Jaitley, Biplab Deb said, "When we were promising 7th pay commission that time we had to consult with the central govt and also talked to NITI Aayog. At least Rs. 20,000 crores we need to take for the 7th pay commission's allocation. In the same manner for allowances, wages the funding will also be increased by centre", added Deb one day after the poll was ended”.

However, when the so called “zero deficit” budget was announced it was said that Rs. 1000 crores have been kept for employees 7th Pay Commission. 7th Pay Commission has been delayed till December, 2018 and also July month’s DA has been missed. When employees were waiting for 7th pay commission before Durga Puja, not even July month’s pending DA was given to the employees. As a result neither DA nor 7th Pay Commission was given to the employees led massive frustration among the Govt employees. Central Govt employees are protesting even after getting DA for two times recently but here in case of Tripura employees are afraid to raise voice. Resentments have been fueled among the govt employees as on Sep 10, when Strike remained 100 % successful in Tripura Govt to cut salaries of employees who failed to reach at offices on that day.

Recently, Congress spokesperson Harekrishna Bhowmik said, “It’s not only 15 days or 1 month old Govt but 6 months have been passed. It’s really strange report that a section of Govt employees have not yet received their salaries of last month. It’s not good as across the country Govt employees get salaries through bank accounts regularly. Talks are on air that Govt ordered hold due payments to the employees and also not to give the pending bills of the contractors and at the same time GPF withdrawals are also temporarily suspended”.

Just like a lollipops, 7th Pay Commission has been hanging before the Govt employees without implementation, further deprivation added by ‘No DA’ yet 2 weeks before Durga puja.
