Governor slams state govt on DA issue; denied approval of 7% DA

AGARTALA, August 26 (TIWN): Taking a very strong and bold step (quite unexpected by the state govt) Governor of Tripura Padmnabha Balakrishna Acharya denied to approve the file of 7% Dearness Allowance recently released by the state govt. A top level official in the state Finance Department told TIWN on Tuesday morning," Though the Cabinet has released 7% DA to state govt employees w.e.f 1/7/2014 Governor strongly denied to sign on the approval paper. Twice the Finance Department sent the file to the Governor for his approval.

On Thursday Governor strongly criticized the officials and told them to send the file for his approval once state govt releases 3% more making it 10% DA w.e.f. 1/7/2014. "The official also said that Governor criticized the whimsical attitude of the state govt in granting DA and other financial benefits to state govt employees.

     It is learnt from a close sources related to Raj Bhawan , Governor P B Acharya has categorically told Finance Department officials ," A state govt cannot act as it wishes, especially in DA related matters. At present Central Govt employees are getting 100% DA but in Tripura employees are getting only 64% and that is not at all justified. State govt can carry on with a difference of maximum 20% in compare to Central Govt employees. And the recent 7% DA must be 10% at least and make immediate arrangements for releasing the rest making it 80%.

 Otherwise the file should not be sent for approval to me again."

    Reacting to the state govt's recently issued circular issued by Finance Department Deputy Secretary R Debbarma vide MEMORANDUM No.F.4(16)-FIN(PC)/88 dt 30th July 2014 saying ," The undersigned is directed to refer to this Department 's Memorandum of even number dated 31 December 2013 on the subject captioned above and to state that the Governor of Tripura is pleased to decide enhancement of salaries... ." about the so called 7% DA , a top level officer in the Finance Department  told TIWN, " It is a complete lies on the part of state govt.

Had it been true, why did the state govt employees not get 7% DA in cash while drawing their salary in August (for the month of July)? Only 3% annual increment has been adjusted to the basic pay of all regular employees. " TIWN sources confirmed that  somehow this information got leaked from Finance Department and under pressure state cabinet is scheduled to held an emergency meeting on Tuesday to discuss the matter as well as much expected Grade Pay .

The sources also informed that now with the 14th Finance Commission expected to submit its report to Central Govt in September regarding the allocation of funds, state govt may face utter crisis simply because of its one sided and arrogant attitude.  This may even worsen unless Cabinet takes some immediate resolutions correcting their earliest decision on Dearness Allowance. What is more interesting is that the Memorandum said," ... ... of even number dated 31 December 2013... ..." but at that P B Acharya did not even join as Governor of Tripura.
